The seat angle should always be adjustable:

Prevents sitting with a hunched back
Conducive to an upright position for pelvis and spine ("lordotic curve")
Prevents congestion of the blood flow in the thigh area

least 0.4". this is ensured by means of a pneumatic spring with rubber
